H-4 without EAD
NOT eligible for an SSN. H-4 status alone confers no work authorization, and SSA issues SSNs based on work authorization.
If a form demands an SSN (bank, DMV, tax), use alternatives: an ITIN for taxes, SSA ineligibility letter for the DMV.
H-4 with approved EAD
Eligible. Your (c)(26) EAD is work authorization — apply at any SSA office.
Apply with: EAD card, passport with H-4 visa, I-94, and marriage certificate. Card arrives in ~2 weeks. You can also request the SSN directly on Form I-765 when applying for the EAD.
Filing taxes without SSN
Apply for an ITIN (Individual Taxpayer Identification Number) using Form W-7, filed with your spouse's tax return.
Required to be claimed on a joint return. The ITIN is for taxes only — it's not work authorization and not an SSN.
