The National Interest Waiver (NIW) allows certain EB-2 workers to self-petition for a green card without employer sponsorship or PERM labor certification, if their work is in the national interest of the United States. It is governed by INA § 203(b)(2)(B)(i) and the landmark 2016 Matter of Dhanasar AAO decision which replaced the older Pooja Dhall framework.
The Matter of Dhanasar framework requires satisfying three prongs: (1) The proposed endeavor has substantial merit and national importance; (2) The petitioner is well-positioned to advance the proposed endeavor; (3) On balance, it would be beneficial to the United States to waive the job offer and labor certification requirements. All three prongs must be established.
Prong 1 focuses on the work itself, not the individual. Fields with clear national importance include STEM research, healthcare, national security, clean energy, AI/machine learning, public health, and economic development. Evidence: research publications, patents, industry impact, funding from government agencies (NSF, NIH, DARPA), citations demonstrating field relevance.

This can be established by showing: US employers or agencies have expressed interest in your work, your contribution is unlikely to be filled by a US worker in the same timeframe, or your presence in the US advances specific government priorities.
