Why the Level Matters

The prevailing wage level is the employer's own assessment of how senior the role is, and it sets the legal wage floor for the petition. A Level I filing is not a lower offer for the same job, it is a claim that the job itself is entry-level.

That makes the distribution informative: an employer concentrated at Levels I–II is filing mostly junior roles, while one weighted to III–IV is filing senior ones. It is also the figure most often scrutinised in RFEs, since a level that looks too low for the duties described invites questions.
