VDOT’s Fredericksburg District has an exciting opportunity available in its Construction Department. We are seeking qualified candidates to fill an Engineer Project Controls vacancy. This position provides technical advice, guidance, and training regarding assigned engineering program areas. Occupants of this role will be involved in preliminary engineering by performing constructability reviews during project development, interacting with different engineering disciplines, providing recommendations based on engineering determinations, and providing engineering support and consultation related to the engineering program area. They will effectively assist in managing assigned projects to ensure timely and accurate completion and communicate with internal VDOT staff, local government staff, consultants, citizens, and FHWA regarding transportation projects and programs.

Required skills for job & position:

Familiar with the document management of construction projects with the ability to conduct project documentation audits
Ability to draw rational conclusions and develop solutions from analysis, make independent decisions, and manage multiple assignments
Familiar with Right-of-way practices and requirements for construction projects
Knowledge of civil engineering principles related to roadway design and design standards, construction methods, specifications, policies, and procedures
Familiar with utility relocation and methodology before and during construction projects
Experience with inspection and management of construction projects and activities
Ability to manage multiple projects and priorities with competing deadlines and limited resources
Knowledge of highway construction processes, cost estimating, quality assurance and quality control methods, and claims
Field experience applying engineering design and construction principles with state and federal standards and regulations
Ability to establish and maintain effective working relationships with others
Ability to promote continuous improvement of all aspects of contract construction
Ability to apply engineering principles and practices
Ability to enforce and demonstrate safety behaviors and advocate and practice safety in everyday work activities
Knowledge of state and federal standards and regulations related to highway construction and design
Ability to interpret construction plans, contracts, special provisions, and specifications
Ability to read and understand highway construction plans
Ability to communicate effectively orally and in writing with diverse groups
Knowledge of engineering design and construction principles and practices, including roadway, structures, drainage, and environmental aspects
Ability to provide expert guidance regarding change order language and claims avoidance,
as well as provide cost impacts and savings related to construction

Ability to provide detailed reports on review findings
Knowledge of VDOT, state, and federal policies and procedures relating to transportation engineering
Skill in the use of CADD for design reviews and constructability issues
Ability to negotiate outcomes and work with diverse customer groups
Knowledge of engineering specifications and standards
Knowledge of project management procedures and principles
Skill in providing and promoting good customer service to internal and external customers
Ability to draw rational conclusions and develop solutions from analysis; make independent decisions and manage multiple assignments
Skill in using computers and software applications, including automated engineering and design software

Minimum Qualifications

Experience with inspection and management of construction projects and activities
Familiar with the document management of construction projects with the ability to conduct project documentation audits
Knowledge of Right-of-way practices and requirements for construction projects including all easements
Knowledge of civil engineering principles related to roadway design and design standards, construction methods, specifications, policies, and procedures
Knowledge of the utility relocation and methodology before and during construction projects
Ability to draw rational conclusions and develop solutions from analysis, make independent decisions, and manage multiple assignments
Experience in the design and analysis of bridges and structures
Experience applying engineering design and construction principles and practices to include roadway, structures, drainage, and environmental
Experience interpreting construction plans, contracts, special provisions, and specifications
Experience researching, identifying, and resolving construction issues, as well as preparing detailed reports on findings
Knowledge of state and federal standards and regulations related to highway construction and design
Experience with highway construction processes, cost estimating, quality assurance and quality control methods, and claims avoidance
Demonstrated ability to communicate effectively orally and in writing including providing technical assistance to others
Skill in the use of computers and software applications, including spreadsheet, databases, and project scheduling programs
Skill in the use of computers and software applications, including automated engineering and design software
Progressive experience related to construction

Additional Considerations

Field experience in applying engineering design and construction principles with state and federal standards and regulations
A combination of training, experience or education in Civil Engineering or related field is desired
Ability to provide expert guidance regarding change order language and claims avoidance, as well as provide cost impacts and savings related to construction
Professional Engineering license or Engineer in training certification
