VDOT’s Fredericksburg District has exciting an opportunity available in its Preliminary Engineering Department. We are seeking qualified candidates to fill a District Engineer Project Development vacancy. This position provides oversight of the complex operations of the Preliminary Engineering unit including transportation planning, survey, roadway design, environmental, and project management. They offer strategic leadership to VDOT’s transportation program, and build partnerships with various levels of government, elected officials, non-profit and private sector groups, and employees.

Skill in effectively planning and scheduling work of diverse teams
Skill in leadership and consultation including the ability to work with all levels of management and elected officials
Considerable knowledge of managerial and administrative principles and practices to include strategic planning, operations, and financial management
Ability to communicate effectively orally and in writing to include developing positive relationships with stakeholders, contractors, and public officials
Knowledge of site plan reviews and traffic impact studies
Ability to promptly sense what will help or hinder accomplishing objectives and focus individuals and teams on goal-oriented solutions
Skill in the use of computers and software applications to include engineering programs.
Ability to accurately paint credible pictures and visions of possibilities and likelihoods related to assigned program areas
Ability to coordinate, direct and evaluate performance results and implement change
Extensive knowledge of overall operation of a large-scale public service transportation agency with an operating budget of several billion dollars
Ability to lead people and obtain results through others
Comprehensive knowledge of engineering management related to highway transportation programs
Skill in managing the delivery of exemplary customer service by self and others
Ability to present complex information to both internal and external individuals and groups
Extensive knowledge of principles and practices of transportation project management, project design and construction
Considerable knowledge of federal, state, and local regulations, policies, and practices impacting transportation operations
Ability to think strategically applying a big picture perspective
Ability to understand technical engineering concepts and blend with sound business decisions
Skill in maneuvering through complex political situations effectively while demonstrating sensitivity to how people and organization’s function
Knowledge of supervisory principles and practices to include hiring, discipline, performance management, and employee development
Skill in gaining and integrating creative ideas and technical skills of others to enhance projects and programs
Comprehensive knowledge of highway transportation programs and project development process
Ability to discuss multiple aspects and impacts of issues and project them into the future

Minimum Qualifications

Valid Professional Engineer’s license
Valid driver’s license
Degree in civil engineering or related field
Progressively responsible engineering management experience related to highway transportation programs
Progressively responsible engineering experience strategically applying a big picture perspective
Experience applying technical engineering concepts and blending with sound business decisions
Engineering experience in site plan reviews and traffic impact studies
Engineering experience applying federal, state, and local regulations, policies, and practices impacting transportation operations
