DURATION:             12+ Months Contract

Note: 100% remote and WI residency not required. However, if the candidate lives in WI, they may need to come into the office occasionally to attend onsite meetings.

Job Description:

  • This position is responsible for providing leadership in data architecture and modeling for a multi-year, multi-phase modernization effort, and other critical agency needs.
  • The modernization effort includes a “best of breed” implementation with different vendor solutions including enterprise content management (ECM), health insurance, pension, and other benefits systems.
  • The data architecture system components include database management systems (both internal and external), master data management, and a data lake platform.
  • This position will also contribute toward data governance and data quality improvements.

Key Job Responsibilities:

  • Define data architecture, including how data flows between systems, how it is used by different areas of the agency and challenges
  • Work with key business partners, technical staff, and vendors to understand what data will be collected by new systems and provide recommendations on how the data will flow through systems with consideration for a phased implementation and desired future state
  • Evaluate and recommend the appropriate database technologies, tools, and platforms to optimize data storage, retrieval, and management
  • Provide leadership for data integration and migration strategies to ensure smooth transitions between systems and platforms
  • Contribute to data governance policies and procedures to ensure data accuracy, security, and compliance with relevant regulations
  • Analyze business requirements and convert into technical data requirements
  • Provide leadership to advance data management and analytics maturity
  • Perform data analysis to inform data architecture, modeling, and requirements
  • Collaborate with agency staff to define standards, policies, and procedures to improve the management of information and data throughout its lifecycle with an emphasis on improvements to data quality
  • Develop and maintain documentation on data architecture, data flows, and data models to ensure clarity and consistency
  • Provide direction and mentoring to analysts and technical staff on requirements gathering and implementation relevant to data architecture and modeling
  • Articulate the trade-offs, benefits, and risks of all architecture and design solutions
  • Develop regular progress reports for management to communicate the status of data architecture and modeling efforts
  • Contribute to an overall agency data strategy

Knowledge, Skills, Abilities, & Experience:

  • Experience with complex technology systems implementations which include data solutions using APIs and integrating data access layers across systems
  • Ability to shape and execute data strategy across the organization with a focus on quality and urgency
  • Experience in systems development life cycle, IT project management approaches, and requirements, design, and test techniques
  • Direct and proven working experience with data management concepts and activities including an understanding of industry best practices for data sourcing, master data management, data governance, data quality, data warehousing, and metadata management
  • Understanding of data, database architecture principles, and database management systems
  • Experience with data issue identification, analysis, and remediation
  • Capable of translating business needs into technical specifications
  • Experience with data modeling and database design from conceptualization to optimization
  • Strong understanding of data modeling tools and standards, ETL tools, data integration tools, advanced SQL, and data governance tools
  • Experience with assisting the development of mature data governance capabilities, including standardized data vocabularies and related capabilities (business glossaries, data dictionaries, etc.)
  • Knowledge of best practices for data architecture principles, standards, guidelines, and concepts
  • Understanding of data governance, security, and compliance requirements
  • Familiarity with cloud-based data solutions using new or emerging technologies
  • Strong customer service skills which include an in-depth understanding of customer business processes and needs
  • Demonstrated interpersonal and communication skills with the ability to influence others and to interact with individuals at all levels
  • Demonstrated ability to develop and deliver presentations to both technical and non-technical audiences
  • Strong skills with documenting data architecture and data models that can be easily understood
  • Ability to work both independently and collaboratively with all project stakeholders including business users, architects, project managers, business analysts, developers, test analysts, and production support team
  • Holistic and proactive approach towards change, process improvement, and execution of job responsibilities
  • Ability to manage multiple, sometimes competing, demands and meet deadlines
  • Self-motivated with a proven track record in leading data architecture and delivery of enterprise data platforms
  • Proven ability to coach and mentor others
  • A minimum of 10 years of industry experience with IT and information management
  • A minimum 5 years as a data architect or an architect leading complex technology solutions
  • Bachelor’s Degree in information technology, or equivalent required.
