We are looking for professionals with business management experience to drive the business operations of the Virginia Department of Transportation. The Richmond District is seeking a Residency Business Administrator (RBA) to manage and administer daily aspects of financial, procurement, inventory, and budget programs for the Chesterfield Residency Business Office. As an RBA, you will provide direction, consultation, training, assistance, and guidance to area headquarters and other residency staff on related business functions ensuring use of best business practices in residency operations. You will also provide business support for the Residency Office and Area Headquarters during emergencies and weather events. Core responsibilities for this position include but are not limited to: Position will manage residency administrative and physical plant budgets. Oversee daily residency accounts payable and accounts receivable transactions ensuring compliance with established guidelines. Monitor financial system identifying errors and making needed corrections. Oversee time entry and leave processes for residency to include overtime pay and compliance. Manage procurement operations residency-wide ensuring compliance with procurement guidelines and policies. Work with residency staff through the procurement process ensuring standardization of procurement across the residency. Monitor use of SPCC to ensure best use and compliance. Position will manage inventory management system (IMS) data entry and related actions; and oversee staff in the performance of IMS transactions, meeting established deadlines in accordance with policies and procedures. Selected candidate will be responsible for program direction, planning, monitoring, and evaluation, fiscal stewardship, and human resource management of staff. You will coordinate receipt of emergency operation submittals from vendors and receipt of vendor timesheets to ensure timely payments. Facilitates training in emergency operation appropriate program charge codes, provides oversight and review of emergency operation contract language, and provides feedback as needed. VDOT is an emergency response agency, and this position is the core of this requirement, therefore you will work outside of normal work hours during emergency operations. Minimum Qualifications

Knowledge of accounting, auditing procedures, inventory management and budget management
Skill in the use of computers and software applications to included automated financial systems
Demonstrated ability to communicate effectively orally and in writing
Ability to interpret and apply policies and procedures
Ability to analyze, research, investigate, reconcile, and evaluate data
Experience supervising and directing the work of others
Valid driver’s license.

Additional Considerations
A combination of training, experience, or education in Accounting, Business Administration, or related field desired. Progressively responsible administrative experience to include developing, administering, and managing budgets, spreadsheets, and financial management systems. Experience related to procurement practices, policies, and procedures to include SWAM. Experience with state budgeting practices and procedures. Experience with MS Office, inventory management system, Cardinal, and spreadsheet development/manipulation. VCA/VCO certification is desired.
