CDM Smith is seeking a highly motivated individual to join our established CE&I Services Team to manage and support the delivery of construction management contracts; to identify and lead major strategic pursuits; and manage established state, county and local client relationships across South Carolina. CDM Smith is recognized in South Carolina as an industry leader providing CE&I services for over 30 years and this is an excellent opportunity to join our successful team to promote and support our growing CE&I practice across our great state. The primary duties of this position include managing and supporting our current contracts for construction management and inspection services; recruiting, supporting and training our construction inspection staff; providing contract administration; and performing quality control of provided services and deliverables. This individual will help identify and lead strategic pursuit teams; organize and collaborate on proposal development and manage strategic client relationships within South Carolina. In addition, this person will have the unique opportunity to have a role on project teams for some of South Carolina’s most significant projects ranging from $1B+, multi-phased state construction programs to local county and municipal infrastructure improvements which promote community development and economic growth.

CDM Smith is looking for candidates with experience managing transportation projects with hands on experience in developing scope, schedule, and budgets for CE&I contracts. Candidates should have practical experience in leading a project team to deliver services per contract requirements and have a well-versed understanding of project delivery processes. Preferably, candidates will have well established relationships with state, county and local transportation managers and a goal to provide every client with an exceptional client experience. CDM Smith also desires experience in recruiting, managing, and training inspection staff and demonstrate knowledge of applicable Federal, State, and Local policies, procedures and industry standards.

In the role of CE&I Services Lead, CDM Smith will count on you to:

  • Lead and/or manage all elements of CE&I Services contracts for roadway, structure, and bridge construction projects to ensure contract compliance and client satisfaction.
  • Engage our clients and conduct client visits to support our business development activities and grow our CE&I services.
  • Lead and/or manage all elements of project delivery as a Project Engineer to ensure contract and specification compliance for roadway, structure, and bridge construction projects
  • Assist in the management of strategic CE&I pursuits throughout South Carolina, and other geographies as appropriate.
  • Identify new CE&I opportunities with state, county and local clients within South Carolina
  • Lead teaming efforts and the development of proposals to secure strategic project pursuits.
  • Collaborate with key leaders within the SC transportation group on strategies to support client needs for construction services
  • Lead and/or manage of on-call service contracts to meet construction inspection needs and manage client expectations
  • Support and manage our CE&I Services staff by recruiting, selecting, managing and training employees
  • Develop, update and track financial information including preparing fee estimates and cost projections for projects.
  • Participate in construction services tasks (scoping, utility conflicts, constructability, value engineering, etc.) associated with the full life-cycle of project delivery

Minimum Qualifications

Bachelor’s degree in Civil, transportation, or Structural Engineering or related discipline. Professional engineering (PE) license. 15 years of related experience. Domestic and/or international travel may be required. The frequency of travel is contingent on specific duties, responsibilities, and the essential functions of the position, which may vary depending on workload and project demands. Equivalent additional directly related experience will be considered in lieu of a degree.

CTQP and FDOT qualifications. Prefer CTQP and FDOT qualifications and certifications.

Skills and Abilities

Expert Knowledge of computer assisted design and drafting (CADD) 3D and 4D software and practices. Expert Knowledge of engineer principles of design. Expert Knowledge of Microsoft business software (excel, word, etc.). Excellent verbal and written communications skills. Expert knowledge of federal, state and local regulations. Basic knowledge of design standards (AASHTO, NACTO, etc.).
