CDM Smith is seeking a Procurement Manager to join our CDM Constructors Inc. (CCI) Team. Reporting into the Senior Manager, Contracts and Procurement, this individual manages corporate procurement operations and staff. Manages and executes the project procurement process including review of the Prime Contract, procurement proposal process, negotiates contract terms, administers subcontracts and purchase orders in accordance with the Company and Owner requirements.

This role requires the individual to be in the office a minimum of 2 days a week.

  • Collaborates with senior leadership and/or functional management to gather requirements for procurement contracts including planning of work, terms and conditions, methodology for resolution of contract disputes, development of Prime Contract flow-down requirements, etc.
  • Manages as well as executes the procurement contract request for proposal (RFP) process. Issues invitation for bids. Reviews vendor proposals for alignment with RFP(s) and makes recommendations to senior leadership and/or functional management on vendor selection.
  • Manages, reviews and negotiates procurement contract terms and conditions, team agreements, subcontracts, and other related procurement agreements. Ensures contract final terms and conditions meet firm policies and procedures requirements. Strong knowledge of terms and conditions negotiations and risk management is required.
  • Accountable to the management team to ensure the procurement team commitments are met.
  • Manages and administers subcontracts as necessary. Performs reviews and audits of contract execution including invoicing errors, compliance with policies and procedures, and compliance with terms and conditions.
  • Creates, manages and monitors purchase order forms and purchase orders. Reviews and resolves escalated purchase order issues in a timely fashion.
  • Manages day-to-day activity of procurement staff. Provides feedback on performance appraisals. Manages the development and training of staff. Approves paid time off requests (PTO) and ensures human resources policies are followed.
  • Reviews the procurement staff’s work product for accuracy and compliance to company and client requirements.
  • Mentors / trains the procurement staff to advance the staff’s knowledge and career development.
  • Manage workloads for multiple projects simultaneously.
  • Serves as a resource to the management team and procurement staff on procurement, subcontracts, and related issues.
  • Assists project management staff in planning for required procurement support in proposals and contracts.
  • Confers with appropriate staff on issues of subcontractor performance, vendor delivery, approval and payments of vendor invoices.
  • Performs other duties as required.

Minimum Qualifications

  • Bachelor’s degree.
  • 7 years of related experience with 2 years staff management experience.
  • Equivalent additional directly related experience will be considered in lieu of a degree.

Domestic and/or international travel may be required. The frequency of travel is contingent on specific duties, responsibilities, and the essential functions of the position, which may vary depending on workload and project demands.

Preferred Qualifications

  • Strong preference for experience in the Industrial Engineering and Construction industry.
  • Water/Wastewater experience preferred.

  • Ability to interact with senior leadership.
  • Excellent verbal and written skills as well as proficiency in Microsoft Office.
  • Ability to interact with all levels of staff as well as outside clients and vendors.
  • Requires the ability to oversee concurrent complex projects involving detail coordination under tight time schedules.
  • Excellent knowledge of best practices for industrial engineering and construction supply chain processes, procurement principles, techniques, and practices, as well as good business practices.
  • Strong knowledge of government contracting for the construction industry, Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR).

Additional Compensation

All bonuses at CDM Smith are discretionary and may or may not apply to this position.
