Transportation and Parking Services (TAPS) supports the University mission of academics, research and public service by providing and managing access to UC Santa Cruz and overseeing the planning, design and operation of the facilities and programs associated with parking, transit services, and bicycle/pedestrian circulation. The TAPS Transit Operation provides safe and reliable services for a campus population of approximately 18,000 students, as well as staff, faculty, and campus visitors. The campus shuttle system carries an average of 12,500 riders per day during each academic quarter. The Transit Operation also operates an on-campus paratransit program, charter services, and a bike shuttle.

This position works with the Transit Manager and Assistant Transit Managers in the Campus Transit Operation. The position manages recruiting and onboarding of driver trainees, guides trainees in working towards their Commercial Driver’s License (CDL), and ensures a Entry Level Driver Training (ELDT) program that complies with the Federal Motor Carrier Safety Administration (FMCSA).


Budgeted Salary: $67,400 – $78,000 / Annually. Salary commensurate with skills, qualifications and experience.
Under California law, the University of California, Santa Cruz is required to post a reasonable estimate of the compensation for this role. The salary shown above is the budgeted amount the University reasonably expects to pay and the salary extended should not exceed this posted amount.

70% – Supervision & Training

  • Supervises driver trainee performance, career development, and adherence to job standards.
  • Participates in the selection, development, and evaluation of staff.
  • Trains Class C license holders to obtain their Class B (Commercial Drivers License) in compliance with federal and state standards.
  • Schedules and assists Class C license holders to get tested for their Commercial Driver’s License.
  • Orients new staff and provides staff training on procedures and processes on a continual basis.
  • Demonstrates and coaches others to provide excellent customer service and anticipates customers’ needs, internally and externally.
  • Coaches staff to function as a team, providing cross-coverage as needed.
  • Oversees scheduling for professional drivers and audits timesheets each day. May need to adjust shifts and staffing as needed based on campus demand or special events.
  • Monitors bus service and drivers throughout the day.

20% – Policy, Procedure, and Protocol

  • Ensures adherence to emergency protocols and follows established accident procedures.
  • Assists in the development of driver training curriculum. Refines training materials and ensures proper documentation of training activities.
  • Recommends improvements to processes and procedures in terms of quality or cost-effectiveness.
  • Ensures adherence to the organization and external regulatory transit policies and procedures, driver training programs, performance standards, safety procedures, and rules and regulations.

10% – Other Duties

  • Determines vehicle and equipment needs.
  • Interacts with campus Fleet Services personnel to request and monitor vehicle maintenance.
  • Calculates and posts daily passenger totals.
  • Drives shifts as needed.
  • Ensures that all vehicles and facilities are secured at the end of the shift.
  • Assist the Transit Manager with the quarterly driver bid process.


  • Bachelor’s degree in related area and / or equivalent experience and / or training.
  • Working knowledge of transit service operations, as well as related policy and regulatory compliance requirements from governmental agencies including state and federal laws pertaining to vehicle codes, accessibility requirements, and vehicle safety.
  • Experience analyzing problems or situations in order to identify patterns and develop solutions.
  • Proficiency in basic computer applications, including databases, spreadsheets, and work processing programs.
  • Excellent supervisory and interpersonal skills with the ability to effectively manage a large staff and interact with campus clients and vistors while upholding a friendly customer service standard.
  • Excellent written communication skills with experience in writing reports and memoranda.
  • Excellent verbal communication skills
  • Ability to use good judgment/discretion to resolve disputes, exchange ideas, negotiate solutions, and handle confidential matters.
  • Ability to work effectively under numerous deadline pressures and with frequent interruptions.


  • Knowledge of US DOT drug and alcohol testing requirements and the procedures for determining reasonable suspicion and post-accident testing.
  • Experience with Federal Motor Carrier (FMCSA) Training Provider Registry (TPR) requirements and experience with training compliance.
  • Experience and certification for the California Department of Motor Vehicles Employer Testing Program (ETP) to administer Commercial Drivers License (CDL) testing.


  • Selected candidate will be required to pass a pre-employment criminal history background check.
  • Employee will participate in the DOT random drug and alcohol testing program.
  • Must possess a valid license to drive in the state of California and be able to participate in the Department of Motor Vehicles (DMV) pull notice program.
  • Must possess Class B drivers license with air brake and passenger endorsements.
  • Must possess current Medical Examiner’s Certificate (Form MCSA-5875).
  • Ability to work long periods of time at a computer with or without accommodation.
  • Ability to safely perform the physical requirements necessary to move light to moderate objects up to 60 lbs., with or without accommodation.
  • Will be required to work all scheduled hours on-site.
  • Ability to work a variable schedule.
  • Ability to work a variable schedule including evenings and weekends.
  • Ability to respond to emergencies after hours as necessary.
  • Selected candidate will be required to complete training within established time frames as directed including UC compliance training.
