The Maryland Department of Transportation’s Maryland Transit Administration (MDOT MTA) is seeking a Deputy Chief Operating Officer for Rail Operations. The right leader will be responsible for providing overall leadership of Rail Operations in formulating and achieving public transportation goals and objectives.The Deputy Chief Operating Officer for Rail Operations impacts the MTA’s organizational success by: Assists in providing leadership of Light Rail and Metro Operations and is responsible for formulating and achieving public transportation objectivesDevelops and implements short-range and long-range goals, strategic and business plansFormulates and recommends operating policies and procedures or changes in existing policies and proceduresEnsures coordination and cooperation of services among assigned departments Participates in various committees and task forcesCoordinates the work of divisions within both departmentsCoordinates departmental activities with outside agenciesParticipates in contract negotiations, administration of collective bargaining agreements, grievance investigations, and arbitration proceedingsEnsures the Light Rail and Metro systems follow the safety standards and maintain accountability for all safety performance measures for the agency and subordinate employeesApproves expenditures and implement budgetary adjustments as appropriate and necessaryThe Deputy Operating Officer for Rail Operations directs the development of short and long-term department plans and programs as well as provides leadership and direction to all departmental staff. Education: A Bachelor’s degree from an accredited college or university.Experience: Ten (10) years of experience in administrative or professional work. Seven (7) years of experience supervising and monitoring employees and overseeing rail operations applying relevant rules, and regulations, and exercising responsibility for the development of policies or procedures. * Experience should include at least five (5) years in middle management or higher-level capacity managing in a public or private sector urban rail transit agency and/or experience in large transit operations or transit property. The ideal candidate will be a successful team-builder and change agent, with at least eight (8) years of Rail transit experience, including program management, service contract compliance, scheduling software, and experience in a unionized setting. He/she will be thoroughly abreast of the transportation/transit trends, transit initiatives, and emerging transit projects globally, nationally, and within the local communities. The focus is on a leader with experience in organizational turnaround and program expansion within the public sector.*This statement contains a Selective Qualification, which is more focused in scope than the Preferred Qualifications for this classification.
