Summary
The Manager of Crew Planning oversees the Crew Planning department. The role is responsible for administering the monthly bid process for all crew members as well as reporting on key crew planning metrics such as reserve utilization, net reserve coverage, and bidding results. This role reviews long-term crew headcount needs and liaisons with other departments such as Crew Scheduling, Flight Crew Operations, and Network.

Minimum Requirements
Combination of Education and Experience will be considered. Must be authorized to work in the US as defined by the Immigration Act of 1986. Must pass a Criminal Background Check.
Education: Bachelor’s Degree
Education Details: Bachelor’s degree or equivalent work experience.
Years of Experience: Minimum of four (4) years of experience in the aviation industry. Minimum of two (2) years of experience in a managerial role.
- Ability to maintain a professional manner while liaising with company team members at all levels, including labor union representatives, with a balance of confidence and empathy.
- Ability to eliminate decision-paralysis through sound experiential reasoning.
- Ability to demonstrate good judgment.
- Ability to read, write, and speak English in order to receive and understand instructions, directives, and ensure safety, as well as the ability to interact with customers.
- Strong leadership and relationship-building skills.
- Solid analytical skills to drive manpower utilization efficiencies.
- Excellent problem-solving skills and the desire to inherently seek resolution to conflict.
- Ability to work effectively in a high-pressure environment.
- Proficient in advanced computer skills including Microsoft Office with an emphasis on Microsoft Excel.
- Proven ability in leading and developing highly effective teams and driving improvements through automation.
- Proven organizational skills in a high-pressure setting.
- Proven knowledge and complete understanding of the applicable FARs.
Preferred Requirements
- Previous experience with Collective Bargaining Agreements.
- Proficiency in crew management software or PBS software.
- An understanding of the recruiting and hiring personnel processes within Allegiant.
- Experience in the development and documentation of processes.
- Experience in the development of training curriculum.
- The ability to build headcount and resource models to provide input on historical performance and advice leadership on the future planning of crew-related resources.
Job Duties
- Manage the use of existing Crew Planning and Tracking software and evaluate automation improvements for aspects of Crew Resources and Scheduling execution.
- Analyze and report on changes to regulatory or collective bargaining rules and the effect on required headcount.
- Administer the monthly crew Preferential Bid System (PBS) process and publish rosters to almost 3000 crew members.
- Report on reserve utilization, net reserve coverage and crew productivity metrics; strategize with OCC and Crew Scheduling on operational needs.
- Assist in evaluating, selecting, implementing, integrating, and maintaining related legacy and third-party crew planning and tracking systems.
- Work with Network Planning on improvements to the flight schedule, planned buffers, reserve levels and the crew member headcount model.
- Monitor and track testing in Bidding and Scheduling System(s) as needed.
- Document, analyze, and report existing processes, procedures, and methods related to Crew Planning to ensure effective business and systems operation, as well as resource utilization.
- Manage responses for bid resolution and report on bidding results.
- Lead a team consisting of a supervisor and specialists, offer support and guidance as necessary.
- Ensure supervisors and specialists remain current and trained on their daily duties and have full understanding of applicable FARs, CBA, and qualification rules.
- Serve as negotiations support and subject matter expert during collective bargaining negotiations.
- Interact with other corporate departments including, but not limited to, Flight Operations, Inflight Management, Operations Control Center, Revenue Planning, Scheduling, Training, Finance, and Senior Management.
- Perform a variety of tasks, ad-hoc analysis, and implement process improvements.
- Manage time effectively to meet timelines across multiple projects.
- Make business and operational decisions to minimize disruptions in the schedule and their impact on the customer and the Company.
- Formulate and execute continuous improvement of on-time performance, through statistical reporting, corrective action and follow through.
- Continuously review, document, and update processes to improve workflow and headcount needs.
- Work with Finance and Accounting on budgeting, forecasting, and educating of crew-related topics.
- Lead record audits as requested by FAA, DOD, IEP, Corporate Audit, Flight Operations Safety, and TSA.
- Ensure any direct reports understand and apply our Customer Commitment and customer service standards to their daily responsibilities.
- Model Allegiant’s customer service standards in personal actions and when providing leadership direction.

Office – While performing the duties of this job, the Team Member is regularly required to stand, sit, talk, hear, see, reach, stoop, kneel, and use hands and fingers to operate a computer, key board, printer, and phone. May be required to lift, push, pull, or carry up to 20 lbs. May be required to work various shifts/days in a 24-hour situation. Regular attendance is a requirement of the role. Exposure to moderate noise (i.e. business office with computers, phones, printers, and foot traffic), temperature and light fluctuations. Ability to work in a confined area as well as the ability to sit at a computer terminal for an extended period of time. Some travel may be a requirement of the role.
