Work that matters. The Maryland Department of Housing and Community Development (DHCD) is a national leader in the financing and development of affordable housing and community development lending. This position works within Research as a Junior Policy & Housing Data Analyst. The main purpose of this position is to update county profiles for all 24 jurisdictions with recently released decennial census for 2020; the upcoming 5-Year estimates from the American Community Survey; 2020 Housing Needs Assessment as well as utilizing DHCDs program data from 2015.
In addition, this candidate will assist in the planning and preparation of the State’s Consolidated Plan Submission, Analysis of Impediments, Annual Plan, Consolidated Annual Performance and Evaluation Reports and related documents for federal legislative issues and policy directives. The analyst will assist Director in the collection of program data for all federal programs, schedule public announcements and set up public hearings for all related federal plans as required.
Analyst will be an integral part of Research and work on ad-hoc projects and reports as assigned as well coordinate DHCDs Managing for Results (MFR) reporting to the Governor’s Office of Performance Improvement (GOPI). Support Senior GIS specialist in revamping existing mapping platforms for all programs.
Candidate will be self-starter, understand methodology and tools used in the aggregation and analysis for reporting program data quickly in Clean Data and DIPPER. Position will be required to use intermediate to advanced skills in Access and Excel to dissect large datasets required for a study/project in order to meet external deadlines to the Governor’s Office as well as internal deadlines for the Secretary’s office or Program Directors.
This is a contractual position, expected to last 4-5 years, contingent upon funding and satisfactory employee performance.

LOCATION OF POSITION

The Department of Housing and Community Development Headquarters is located in Prince George’s County across from the New Carrollton Metro stop.

POSITION DUTIES

MINIMUM QUALIFICATIONS

Experience: Eight years of experience in administrative staff or professional work.

Notes:
1. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university and four years of experience in administrative staff or professional work for the required experience.
2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Knowledge of Database Management Skills
  • Intermediate to advanced operation with Microsoft Office, particularly, Access and Excel
  • Advanced writing skills (writing sample required)
  • Knowledge of SQL, Python and data visualization tools (PowerBi, Tableau)
  • Bachelor’s degree in Economics, Finance, Policy or related fields

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits. Leave may be granted to a temporary/contractual employee who has worked 106 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
