As a Talent Acquisition Specialist, you will play a crucial role in identifying talent to fill current and future roles within our organization, building relationships within the community to support talent pipelines, and drive progress across the Commonwealth of Virginia. This opportunity is based in the Lynchburg District, which is located along the eastern slope of the Blue Ridge Mountains and has numerous cultural, historical, and recreational sites to help you balance work and personal life. The Lynchburg District is comprised of ten counties and the cities of Lynchburg and Danville, which cover 5,385 square miles in the south-central portion of Virginia and is home to approximately 400,000 people. As a member of the Human Resources team, you will contribute to the growth of a successful and dynamic District by attracting, retaining and developing diverse talent from the communities in which we live and support. Upon learning the business of VDOT and understanding the needs of your customers, the selected candidate will be responsible for attracting highly skilled talent for the entire Lynchburg District. The selected candidate will: Collaborate with other HR professionals by executing talent acquisition services through focused efforts on broad market outreach, partnership and consultation with hiring managers and other organizational leaders; be directly involved in all phases of the talent acquisition program such as sourcing, screening, interviewing; conduct training on interviewing & selection procedures; engaging in various talent outreach responsibilities to include career fairs, active and passive candidate outreach; developing of broad talent networks to support current and future talent pipelines; build and maintain a database of applicants and skill sets for current and future needs; generate reports and data to assist with hiring needs and challenges, collaborate with HR Consultants and Workforce Development to ensure effective onboarding in order to maximize new hire success; and demonstrate extensive experience effectively utilizing all types of social networking and recruiting platforms.
Minimum Qualifications
Experience with candidate recruitment across multiple disciplines utilizing traditional and non-traditional recruiting techniques to attract active and passive candidates and sustain a robust candidate pipeline.
Ability to develop strategies to improve customer services, program efficiency and effectiveness.
Function as a team member with other HR staff.
Ability to analyze data and reach conclusions that are logical and legally defensible to consult and advise managers and employees.
Extensive skill in use of computers including MS Software and web-based applications and HRIS systems.
Extensive knowledge of the principles, practices of talent sourcing, recruiting, screening, selecting, hiring and on-boarding job candidates.
Working knowledge of human resources functional areas and business practices.
Ability to work in a fast paced and innovative environment.
Knowledge of Full Cycle Recruiting
Ability to effectively communicate verbally and in writing, with hiring managers, prospects, applicants, employees, colleagues, and external partners
Additional Considerations
SHRM-CP, SHRM-SCP or PHR, SPHR desired.
A combination of training, experience or education in Data Analytics, Human Resources, Business, Communications, Marketing Research or related field desired.
Considerable experience in sourcing and social media recruiting using applications.
Ability to operate within a matrix-managed organization and ability to adapt quickly to public sector HR operations.
