The Maryland Port Administration (MPA) is a 216-employee transportation business unit within the Maryland Department of Transportation (MDOT) and is the public face of the Port of Baltimore. MPA was created by the Maryland General Assembly to increase waterborne commerce through the ports in the state. As one of the nation’s top ports for total cargo tonnage and overall dollar value of cargo, the Port of Baltimore is also one of the most diverse ports in the United States with over 140,000 jobs in Maryland linked to port activity.For information on MPA, please go to https://mpa.maryland.gov/Pages/default.aspx.General Role Description: MPA is seeking a motivated, positive, and driven Organizational Development professional to join the Office of Human Resources and Organizational Development (HR/OD). The primary responsibility of this position is to develop, facilitate, coordinate, execute, and evaluate training, events, activities, and programs to grow/develop MPA human capital in support of the agency’s Organizational Development strategy.Essential Duties and Responsibilities: Some of the essential duties of this position include, but are not limited to the following: Performs needs analysis and develops training curriculum, programs, and tools based on Organizational Development best practices and strategy. Acts as primary facilitator for MPA trainings, delivering material in a clear, positive, engaging, and organized manner.Develops, provides, analyzes, and evaluates surveys and other evaluative tools in order to assist in HR/OD strategic planning and development initiatives and processes.Utilizes Cornerstone Learning Management System (LMS) and learning software (Captivate and Storyline) to develop/upload training content and Computer Based Trainings (CBTs).Performs testing within LMS and related software to ensure that LMS functions as intended.Reviews LMS systems and OD databases to ensure that required tracking is performed in relation to MPA training initiatives and programs.Develops and distributes communication and education materials to provide instruction and information to MPA employees regarding HR/OD programs and policies.Receives, reviews, and approves tuition reimbursement applications and requests in accordance with State policies and procedures, as well as budgetary constraints.The current vacancy exists at the Baltimore World Trade Center. EXAMPLE OF DUTIES
Minimum Qualifications: Education: A Bachelor’s Degree from an accredited college or university.Experience: Four (4) years of experience performing administrative or professional work.**Selective Qualification: Two (2) years of experience must include needs analysis, training design, training development, training facilitation, and training evaluation where the audience is primarily employees within a professional organization. ** SELECTIVE QUALIFICATION recruitments are utilized when the position requires specific or additional bona fide occupational qualifications (knowledge, skills, and abilities).
